Open House: Chapter 88 Code Amendments

City Planning and Development is hosting a public engagement meeting Thursday, June 26th from 1-3pm, to discuss the proposed text amendments to Chapter 88 of the City Code. The meeting will be held in-person in the Flex Room on the 14th Floor of City Hall. During the open house, you can learn more about the proposed amendments, ask questions, and share any feedback you have on these changes before they move forward to the public hearing and adoption process.

Alternative Parking Compliance Plans for Gravel Parking (CD-CPC-2025-00085)
This proposed amendment would allow property owners to apply for approval to use gravel surfacing for parking on industrial lots over 2 acres in size. The amendment adds standards to avoid impacts on surrounding properties. The goal is to address very large vehicle storage lots rather than general public parking areas.

 

Digital Menu Board Signage (CD-CPC-2025-00086)
The proposed amendments allow for digital menu board signs, which are increasingly in demand by drive-through businesses.


Large Format Uses (CD-CPC-2025-00078)*
Based on recommendations from the KC Spirit Playbook, City Planning and Development staff are creating standards for Large Format Uses in Kansas City, MO. Large format uses (LFU) are generally industrial buildings 300,000 square feet or larger and a relatively new type of development that is becoming a common item on Planning Commission agendas. As these big projects pop up - especially warehouses, data centers, and similar facilities – nearby neighborhoods have voiced concerns about the impacts of truck traffic, adequate infrastructure to accommodate the utility requirements, and project design. This code update is meant to create guidelines that support responsible development while also protecting community interests. 
  • Goal 1: Establish requirements for building design and appearance
  • Goal 2: Improve landscaping and screening along public roads
  • Goal 3: Add a buffer zone between large facilities and nearby homes
  • Goal 4: Update the definition of "Data Centers" to better match how they're used today
