The DBE Interim Final Rule, effective October 3, 2025, eliminates race- and sex-based presumptions of disadvantage in the Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) programs, requiring individualized assessments for certification.
