Kansas City relies on residents to recommend areas for improvements in the community by submitting a request to the Public Improvements Advisory Committee (PIAC).

Project Update:

Construction has started on Front Street, from Chouteau Trafficway to North Topping Avenue. As of July 1, 2025, the south lanes between Chouteau Trafficway and North Topping Avenue are closed for about six months.  All local traffic will be diverted to the north lanes.  Through traffic should follow detour signs and take Highway 210 to avoid the construction zone. Some utility coordination with AT&T is causing delays in progress on this phase of the project. Alternative traffic control plans are actively being explored during this time. Construction is estimated to be complete by September 2026, weather and unforeseen circumstances permitting.

Project Description

Front Street is located in northeast Kansas City and it runs along the southern bank of the Missouri River. This project focuses on reconstructing the existing road from Chouteau Trafficway to North Topping Avenue.

Roadway improvements include: front street drainage

  • Roadway reconstruction
    • Full depth pavement re-construction
    • New curbs, storm sewers, sidewalks, medians, driveway aprons
    • 10’ wide trail along north side of Front Street & along the east side of Chouteau Trafficway 
    • 6’ sidewalk along south side of Front Street
  • New water main (paid for by Water Services)
  • Stormwater infrastructure .
  • New street lights and traffic signals + signal synchronization
  • Intersection Improvements at Chouteau Trafficway

Project Timeline:                                 

Phase 1: Involves reconstruction of the south half of Front Street. Work is expected to start in March of 2025. There will already being water main replacement work happening before major construction on this project starts.

Phase 2: Involves reconstruction of the north half of Front Street.

Phase 3: Involves the reconstruction of NE Chouteau Trafficway.

Phase 4: Involves the reconstruction of the median on Front Street.

This project is anticipated to be complete by November 2026.

Traffic Impact:

Through-traffic will be maintained throughout construction, but normal backups will occur. The public is encouraged to use detour routes.

Project Background: 

This project will improve traffic efficiency and safety for Front Street. The City of Kansas City received $7.0 million in STP funds to complete acquisition of ROW and easements for this project and support project construction. Local funds including GO Bond and TIF have helped make this project a reality.
