PIAC Projects

Kansas City relies on residents to recommend areas for improvements in the community by submitting a request to the Public Improvements Advisory Committee (PIAC).

Project Background: 

  • Paseo Boulevard is an 11-mile corridor from Independence Avenue to 85th Street
  • Paseo has been part of the bikeway plan since the original plan was adopted in 2001
  • Bike route signs were installed in 2012
  • Past project efforts includes a traffic analysis, alternative design options, and a completed, final design for a buffered bike lane on both sides of Paseo Boulevard
  • A buffered bike lane was striped from 75th St. south to 85th Street as a pilot location in 2019-2020 in coordination with road resurfacing efforts
  • Feedback from various citizens and stakeholders around Paseo Boulevard have informed the direction for Complete Streets and Green Infrastructure on Paseo Boulevard. 

    • This feedback has been important in establishing a greater vision for Paseo Boulevard that involves things like pedestrian enhancements, sidewalk improvements, beautification and green infrastructure investments. 

Project Description:

This project will install Complete Streets and Green Infrastructure improvements on Paseo Boulevard from Admiral Boulevard to 18th Street.

The goals of this project align with KCMO's Complete Street ordinance to make our streets safer and more accessible for all users: bicyclists, pedestrians, transit-users, and vehicles. This project is also progress in completing an important bikeway link connecting the Historic Northeast to the 18th and Vine district. 

Additionally, this project converges on and coordinates with other projects in the area:

  • The Green Line initiative has emerged: a vision to build an urban trail system on existing, vacated rail lines making a large, multi-mile loop through Downtown, the Crossroads, 18th & Vine, and River Market neighborhoods. 

A new proposal for Paseo Boulevard has emerged, which includes: 

  • Sidewalk and pedestrian crossing improvements
  • Integration of linear Best Management Practices like bioswales and green infrastructure
  • Preserve the historic nature of the Paseo Boulevard while adding important public amenities 
  • No reduction in the number of vehicular lanes
  • No reduction in parking

Initial project funding is provided by a Missouri Department of Transportation CMAQ grant. Additional project funding for the increased project scope will be a mix of PIAC, federal funds, and other sources.

Project Timeline: 

Construction is anticipated to start May 2026 and expected to be complete by November 2026, weather and unforeseen circumstances permitting. 

Public Engagement

A community engagement meeting was held on Tuesday, August 5, 2025 at the Negro Leagues Baseball Museum to get feedback about the proposed project.
