Kansas City relies on residents to recommend areas for improvements in the community by submitting a request to the Public Improvements Advisory Committee (PIAC).

Construction Update

Construction on St. John Avenue from Benton Boulevard to Elmwood Avenue is complete. Work between Elmwood Avenue and Belmont Boulevard is still pending.

Engagement Event Presentation

Project Description 

St. John Avenue runs east/west through the Historic Northeast and is home to many diverse small businesses, parks, schools and residences.  This project will add traffic calming improvements along St. John Avenue from Elmwood Avenue to Belmont Boulevard, specifically in the Indian Mound neighborhood. 

The project will be completed in two parts:

  • Part 1: a study to evaluate traffic, existing conditions, possible traffic calming options, and estimated costs. Public involvement will also be included. The study may need to be adjusted dependent on whether additional funding can be acquired.
  • Part 2: final design services and construction based on desired improvements identified in the study and available funding. 

This project is made possible by fourth district Public Improvements Advisory Committee (PIAC) funding. For more info on PIAC, visit: kcmo.gov/piac

History of Engagement

Community engagement and stakeholder input is critical to this project and informing the type of traffic calming we will install along the corridor. Two public meetings have occurred and are posted below:

Traffic Impact 

This project is currently under design and there are no traffic impacts at this time.

  • September 2020 - Notice to proceed to HDR to begin study and data collection
  • November 2020- Data collection/Existing Conditions analysis complete
  • December 2020 - Public Meeting #1 (Walk-about event along the corridor)
  • January 2021 - Draft set of recommendations and sketch
  • February 2021 - Public Meeting #2
  • March 2021 - Final recommendations and report
  • April 2024 - Indian Mound Neighborhood Association approves proposed solution
  • May 2024 - Public Meeting #3 & #4
