Increased Safety Measures at 51st and Troost

Kansas City staff celebrates the activation of new traffic signals

Kansas City is holding a press conference on Friday, May 9, 2025, at 12:00 PM to highlight recently activated traffic signals at 51st and Troost. The goal behind the new traffic signals and accompanying crosswalks is to create a safer environment for pedestrians and drivers in the area.

This intersection falls under Kansas City's "High Injury Network," making this area a priority for the Vision Zero team. Due to its proximity to UMKC and Rockhurst University, the area also experiences high pedestrian traffic. Four fatalities have been reported at this intersection over the past decade, and after the most recent tragedy, the City partnered with UMKC, Rockhurst University, and concerned neighbors to identify safety solutions. Both universities were active participants in making these improvements a reality, and their support is deeply appreciated.

"We are proud to bring vital road safety improvements to the Troost Corridor where thousands of students and residents traverse our city every day," said Mayor Quinton Lucas. "New traffic signals, lighting, sidewalk repairs, and crosswalks will ensure a safe community for all. Thank you to my colleagues, city staff, and our partners at Rockhurst University and the University of Missouri-Kansas City for their work advancing this critical project."

The improvements to the intersection cost $283,000. To ensure cost efficiency, the City used a mix of new, salvaged, and spare parts from existing inventory. Special thanks to the Fifth and Sixth District Councilmembers for supporting Vision Zero and their commitment to making these improvements possible.

"The installation of new traffic signals at 51st and Troost is more than just an infrastructure improvement - it's a commitment to safety, a gesture of remembrance, and a step toward a more walkable city," said Interim City Manager Kimiko Gilmore. "As a UMKC alumnus, this location holds deep meaning for me. I'm grateful to our Streets and Traffic Division for their dedicated work to make this happen. We honor the life lost here by making sure we do better - for our students, our neighbors, and our entire community."

In addition to the improvements at 51st Street, the Vision Zero team is making several other targeted interventions to enhance safety along the Troost corridor. The following are included in those upgrades:

  • Road Diet: Troost Ave. & 24th St.
  • Pedestrian Intersection Improvements: Troost Ave. & 31st St. and Troost Ave. & 82nd Ter.
  • Transit and Pedestrian Walkways: From Troost Ave. & 82nd Ter. to Troost Ave. & Bannister Rd.
