Blaine Proctor will lead the City’s Housing Department in an equitable direction with a focus on the creation and preservation of affordable housing. Proctor is the City’s first openly gay director and served as CEO of SAVE Inc. for nearly a decade. SAVE Inc. is a Kansas City non-profit focused on providing comprehensive housing solutions for persons with diagnoses of poverty and HIV/AIDS, serious mental illness, and chronic substance abuse.

"Blaine Proctor has done the work, gained the expertise, and been on the frontlines of fighting for greater access to housing in Kansas City. I commend the City of Kansas City for choosing a housing director that will center the needs of those impacted and move in a collective manner to eradicate housing disparities in our community. Blaine is respected in the community and there’s no question about his effectiveness as a leader in Kansas City. We are extremely excited to work with Director, Blaine Proctor," LGBTQ Commission Chair Justice Horn said.

Proctor most recently helped in the development of the affordable housing communities Alhaven, Bodhi and Pride Haven in Kansas City. The developments created safe and welcoming communities to residents who need assistance. Alhaven created 50 affordable housing units at 31st and Harrison. Bodhi is a community of 45 affordable townhomes at 39th and Jackson with 15 units set aside for individuals experiencing severe and persistent mental illness with wraparound services. During his time with SAVE Inc., Proctor developed and executed Pride Haven, an overnight shelter for transition-aged LGBTQ+ youth facing homelessness.

In his position, Proctor hopes to help the City identify ways to address affordable housing issues, utilize established resources while finding new ones, and identifying public and private partnerships for finding solutions facing individuals experiencing homelessness. "I am excited to join the City in their efforts to address the challenges of homelessness and affordable housing in our community. Making sure that there are equitable opportunities for everyone to enjoy safe and stable housing is a priority," Director Proctor said.
