Planning, Zoning, and Economic Development Committee

Meeting Dates: Wednesdays at 1:30 PM

Meeting Location: City Hall, 26th Floor, City Council Chambers

Members: Councilpersons Scott Taylor, Lee Barnes, Jr., Heather Hall, Quinton Lucas, Katheryn Shields

The Planning and Zoning Committee of the City Council is one of several standing committees assigned to review zoning and land use ordinances. The committee works to ensure the development of Kansas City, Missouri and is planned in accordance with the City’s comprehensive plan. This committee conducts public hearings on matters; such as adoption of land use plans, zoning regulations, zoning amendments, subdivision plats, street vacations and other matters requiring their review. The recommendation of the committee is then forwarded to the full City Council for consideration.

Board Of Zoning Adjustment (BZA)

Meeting Dates: Second Tuesdays of every month at 1:00 PM

Meeting Location: City Hall, 26th Floor, City Council chambers

Members: The BZA is a quasi-judicial body comprised of eight citizens of Kansas City, Missouri appointed by the Mayor.

The role of the Board of Zoning Adjustment is to consider appeals from any order, decision or determination of the codes administrator, applications for special exceptions and conditional uses, and actions authorized by the City Council.  The board has the power to vary or modify any requirement of the Zoning Ordinance based on a determination by the codes administrator.  The authority and powers of the Board of Zoning Adjustment are authorized by the statutes of the State of Missouri, the City Charter and the Code of Ordinances of Kansas City, Missouri.  In the hearing, the board receives a report of the applications from the staff of the City Planning and Development Department, receives information from the applicant regarding their request, and hears testimony from other persons who may express concerns, opposition or support of the application.  The board considers all of the information and votes whether to approve or deny a request, or to uphold or overturn the codes administrator based on the requirements of the Zoning Ordinance, adopted land use plans and on other planning documents and policies.

City Plan Commission (CPC)

Meeting Dates: First and third Tuesdays of every month.

Meeting Location: City Hall, 26th Floor, City Council Chambers

Members: The CPC is comprised of 8 citizens appointed by the Mayor and commissioned to serve for 4 years.

The City Plan Commission conducts public hearings on applications and plans that involve development or redevelopment of property in Kansas City, Missouri, including rezoning applications, development plan approval, approved development plan amendments, subdivision of land, street and alley vacations amendments, land use and street widening plan and other applications.

In the hearing, the board receives a report of the applications from the staff of the City Planning and Development Department, receives information from the applicant regarding their request, and hears testimony from other persons that may express concerns, opposition or support of the application.  The board considers all of the information and votes whether to approve or deny a request, or to uphold or overturn the codes administrator based on the requirements of the Zoning Ordinance, adopted land use plans and on other planning documents and policies.

Historic Preservation Commission

Meeting Dates: Last Friday of every month (See schedule for application due dates).

Meeting Location: City Hall, 26th Floor, City Council Chambers

Members: 9 member body of volunteer citizens appointed by the Mayor.

The commission’s goal is to safeguard the City’s historic, aesthetic and cultural heritage. The group makes recommendations for the designation of properties to the Kansas City Register of Historic Places. The commission also reviews applications for exterior alterations of properties listed on the Kansas City Register of Historic Places.
The commission comments on federally funded projects and their potential impact on historic properties.
The department’s Historic Preservation staff supports the Historic Preservation Commission.

Development Review Committee (DRC)

Meeting Dates: See Calendar

Meeting Location: 15th Floor of City Hall, Large Conference Room

Members: Staff of various city departments and external agencies.

Open To: Staff only. Applicants may attend after initial staff-only review.

The Development Review Committee (DRC) assists the City Plan Commission in the development review process. The developer or his or her representative is required to attend the Development Review Committee and City Plan Commission meetings. The committee reviews certain development projects and makes a recommendation of approval or disapproval to the City Plan Commission. The committee is also charged with identifying plan revisions and conditions of approval.  Following review by the Committee, the project planner will prepare and send written comments to the applicant. Such comments will be available on CompassKC. The Committee may request the applicant’s attendance at a later meeting. The applicant may request attendance themselves if they have questions of two or more committee members.

Building and Fire Codes Board of Appeals

Meeting Dates: Fourth Tuesday at 9:30 AM of Each Month as Needed

Meeting Location: City Hall, 10th Floor Committee Room

Members: 12 members from various building construction disciplines.

The Building and Fire Codes Board of Appeals hears appeals of orders, decisions or determinations made by the building official or the Fire Department director.

Except in emergencies, any decision of the building official or the Fire Department director in the enforcement of the applicable code may be appealed to the board by any person aggrieved by any decision of either the building official or Fire Department director. Appeals must be made within 30 days from the date of the decision, order or other ruling to be appealed.
