The Division provides staff support to the City Plan Commission (CPC) and Board of Zoning Adjustment (BZA) and makes recommendations to the groups regarding land use issues for current projects. The Division also houses the Development Compliance Branch which ensures public welfare and safety through the enforcement of codes and ordinances. The branch’s responsibility includes land use and development compliance, floodplain violations and processing of Certificate of Legal Non-Conformance applications.

Development Management staff are located on the 15th Floor of City Hall. You can also contact staff at (816) 513-1500 to make an appointment with a planner. CPC and BZA sign postings are also available for pickup on the 15th floor. The Division is committed to making the development approval process easier for customers by working with individual applicants or their representatives by appointment.

The Subdivision Regulations require that all preliminary plats submitted to the City for approval have a separate Official Street Name Sign Plan attached. A street name sign plan is generally only required when new streets are contemplated with a development. Because preliminary plans for rezoning or community unit projects serve as a project’s preliminary plat, a street name sign plan may be required for these applications.

If the applicant is not the legal owner of record of the property being considered by the City Plan Commission, a consent form signed by the owner and witnessed by a Notary Public must be filed with the application. The consent form grants the CPC permission to consider the case and binds the property owner to any conditions of approval that may result.

Traffic Impact Analysis
In order to adequately review development proposals, the city staff request that developers provide a traffic impact analysis to allow the staff to determine the need for street and highway improvements to serve the proposed use and address the traffic impact on the public street network.
