The Plans Review Division reviews plans for construction, renovation or remodeling of buildings and building systems. Staff works with property owners, contractors and designers directly by answering questions and finding resolutions to assure compliance within the building code and its technical articles, the Zoning Ordinance, and the Floodplain Ordinance. Additionally, the Division evaluates code modification requests submitted by designers.

You can visit with Plans Review staff by visiting the 5th Floor of City Hall. Scheduled Express Plans Review is a same day service and you can schedule an appointment by calling (816) 513-1500.

One hour appointments for commercial project reviews are available at 8:00 AM, 9:00 AM, 10:00 AM, 11:00 AM, 1:00 PM, 2:00 PM, and 3:00 PM.

One hour appointments for residential project reviews are available at 8:30 AM, 9:30 AM, 10:30 AM, 1:00 PM, 2:00 PM, and 3:00 PM.

Commitment to Customer Service

The Division is committed to timely customer service by offering guaranteed turnaround times. In order to accommodate the needs of our customers and to efficiently schedule our workload, the Plans Review Division uses the following system for classification, procedures and associated performance goals for plans review, based on the type of project:

  • New Buildings, Building Additions and Changes of Use/Occupancy – CPD-DS Turnaround Time – Four Weeks
  • Tenant Finishes, Remodels and Resubmittal Reviews – CPD-DS Turnaround Time – Two Weeks
  • One- and Two-Family Dwelling Review – CPD-DS Turnaround Time – Seven Days
  • Scheduled Express Plans Review – CPD-DS Turnaround Time – Same-Day Service
  • Review Comment Resolution – CPD-DS Turnaround Time – One Week
  • Scope of Work Permit – CPD-DS Turnaround Time – Same-Day Service
    In some cases, the scope of work for a project is of such a minor nature that a written description may be the only submittal that is required. Examples of such projects include replacement/addition of equipment, minor fire-damage repair, etc. In these cases, the customer may be able to obtain a one-stop permit during the initial visit to the Permit Center, based on a written scope of the proposed work. NOTE: The written scope of work is subject to a cursory review by a Customer Service Representative and/or a CPD-DS Plans Examiner. Appointments are not required for this service; however, to avoid wait times, make an appointment in advance for this service.
  • Priority Plan Review
    When priority plan review service is requested by the applicant, the scheduled turnaround time will be reduced to half of the normal turnaround time for the type of review involved (not including one- and two-family reviews). The reduced turnaround times apply to the first review and all subsequent reviews prior to issuance of the permit, and with a lower limit of one week. When priority status is requested by the applicant, a fee of 2 times the permit fee shall be assessed. Eligibility for priority status shall be determined based on the complexity of the project and availability of staff to perform the review.
