The General Services Department supports the City of Kansas City with essential internal services that keep operations running smoothly. From technology and facilities to procurement and fleet management, our divisions provide the tools, spaces, and resources that enable city staff to serve residents effectively.
Architecture
Designing and maintaining city spaces and public art.
The Architecture Division manages capital improvement projects on City-owned property, ranging from minor remodels to full building construction. The division also administers the City’s 1% for Art program and serves as the City liaison to the Municipal Arts Commission. In addition, the Architecture Division assists the City Manager’s Office with Public-Private Partnerships and Development Agreements.
Facilities Management
Keeping city buildings safe, efficient, and operational.
The Facilities Management Division oversees more than 150 municipal buildings and properties, totaling over three million square feet of space. (Parks, Water, Aviation, and Convention facilities are managed separately.)

Finance
Providing financial oversight for General Services operations.
The Finance Division for General Services develops and manages the department’s annual budget, processes billing for other city departments, and manages requisitions and payments. The division also assists the City Finance Department with annual compliance requirements, ensuring financial accountability across General Services operations.
Fleet Services
Managing and maintaining the city’s vehicles and equipment.
The Fleet Services Division purchases, manages, maintains, and repairs the City’s municipal fleet, excluding Fire and Aviation. The division also oversees citywide fuel management, including emergency response departments.
The City owns approximately 2,750 units, including mowers, passenger vehicles, pickups, dump trucks, backhoes, excavators, dozers, and tractors.
Information Technology (IT)
Delivering technology and connectivity across city operations.
The Information Technology Division serves as the backbone of technological innovation and support for all City departments. The division delivers secure, reliable solutions that enhance efficiency, connectivity, and innovation.

Software and Support – Deployment, maintenance, and troubleshooting of applications tailored to each department’s needs.

Hardware and Support – Provision and upkeep of essential hardware, from computers to network devices.

Licensing – Oversight of software licensing to ensure compliance and access to up-to-date tools.

Networking and Connectivity – Reliable infrastructure and internet services that connect city facilities and enable collaboration.
Through these integrated technology services, the Information Technology Division empowers city departments to better serve residents and meet the evolving needs of a modern municipality.
Procurement
Ensuring the city has the goods and services it needs.
The Procurement Division manages the purchase of goods, supplies, professional services, construction services, and general services in compliance with federal, state, and local laws. Construction procurement includes design build, professional design services, and facility repair. Non-construction procurement includes technology, software, artwork, and other essential services.
Real Estate Services
Managing city property acquisitions, sales, and leases.
The Real Estate Services Division manages the acquisition, sale, and leasing of property on behalf of the City of Kansas City. This office is separate from the Land Bank, which is operated independently.
Risk Management
Promoting employee safety, health, and security.
The Risk Management Division supports employee safety and well-being. The team oversees workplace safety programs, family medical leave, employee accommodations, workers’ compensation, the return-to-work program, and management of insurance and liability for city operations.
