Small Business Enterprise (SBE)

Program Advantages

  • Applies to certain eligible City contracts that are receiving federal funding in which the successful small business awardees will function as the prime contractor
  • Does not require DBE goals
  • Enables small businesses to participate in KCMO contracting opportunities for federally funded projects
  • Fosters small business growth, competitive bidding, and service deliverables throughout the City
  • Open to participation without regard to race, color, sex, religion, national or ethnic origin, age or disability
  • Operates in a race and gender neutral manner and includes all segments of the region’s business community

SLBE Pre-Certification Workshop

Are you interested in certification for your company? Attend our free monthly Small Local Business Enterprise (SLBE) certification workshop held on the first Tuesday of every month from 1:00 PM - 3:00 PM at City Hall, Human Relations Department (HRD), Training Room, 414 E. 12th St., 4th Floor East, Kansas City, MO. For more information, please call (816) 513-1836.

Please bring a copy of the SLBE application to the workshop.

Requirements

  • Certification is for one year, and the firm must submit annual updates
  • Must notify HRD immediately of any changes in ownership or control
  • The firm has transacted business more than once in the KCMSA within the last two years
  • The firm maintains full-time employees in one or more of the firm’s offices within the KCMSA to conduct business or solicit business in the KCMSA the majority of the working time
  • The firm must be independent and currently operating
  • The firm’s annual gross receipts, when added with those of its subsidiary or subsidiaries over three (3) consecutive years, do NOT exceed five percent (5%) of the applicable business size standard for the SBA General Contractor Classification NAICS Code 236220, or $1.675M (5% of $33.5M)
  • The firm’s principal place of business must be within the seven-county Greater KCMSA (consisting of Cass, Clay, Johnson, Jackson, Platte, Wyandotte, and Leavenworth)
  • The owner must have the training/expertise to perform the work, and where required, have a license in his or her name
  • The owner must possess at least 51% ownership, management, and control of the business

Certification Process

The certification process includes the following steps:

  • Preliminary screening of application and supporting documentation
  • Desk audit
  • Financial audit
  • Field audit
  • Committee review and decision

It is very important to submit all supporting documentation promptly to ensure a quick decision. Once all paperwork has been provided, and staff performs an onsite field audit, the committee will issue a new certification decision within 90 days and 35 days for renewals.


Small Local Business Enterprise Program (SLBE)

Program Advantages

  • All other KCMO contracting requirements are applicable, such as insurance, bonding, performance, and expertise (etc.)
  • Creates a sheltered market
  • Does not require minority and women goals
  • Only apply to certain eligible City contracts in which the successful small business awardees will function as the prime contractor
  • Open to participants without regard to race, color, sex, religion, national or ethnic origin, age or disability
  • Operates in a race and gender neutral environment and includes all segments of the region’s business community
  • SLBE certification assists a firm in acquiring prime contract work with the City and facilitate company growth
  • The City will evaluate all certified SLBE firms annually for eligibility on your current certification anniversary date
  • The design of the program is to foster minority and small business growth through competitive bidding among your peers

Note: the SLBE program does not replace the MWBE program.

SLBE-WSDEPS

  • All firms are in the professional services disciple associated with architectural, engineering, and related design services
  • All firms, once approved, will be evaluated annually for SLBE-WSDEPS eligibility on your current certification anniversary date.
  • All other KCMO contracting requirements are applicable when requested, such as insurance, bonding, performance, and expertise (etc.)
  • Complies with other SLBE certification provisions
  • The firm’s average gross receipts, over the past three years, are less than $7.0 million

Note: the SLBE – WSDEPS program does not replace the MWBE program.

Advantages of Certification

  • Assists your firm in acquiring prime contract work with the WSD and facilitate your company’s growth
  • Does not require minority and women goals
  • Establishes a sheltered market for small business to grow
  • Five percent (5%) bid incentives
  • Listing in KCMO’s MWDBE directory
  • No MWDBE goals applicable on eligible contracts
  • Open to participants without regard to race, color, sex, religion, national or ethnic origin, age or disability
  • Race & Gender neutral certification – open to all who qualify
  • Regional electronic notification of contract opportunities, RFPs, and RFQs
  • The design of the program is to foster minority and small business growth through competitive bidding among your peers
  • The firm functions as the prime contractor on WSD Engineering Professional Services contracts
  • The program operates in a race and gender neutral environment
