Two new options for parking programs are now available to Kansas City residents. Kansas City is now utilizing "ParkMobile" and "PayByPhone" services. Park KC, the city's existing parking program, is still be available in addition to these new options. All three apps will be usable for all city-owned parking facilities, on-street parking and garages.

      Where Do I Park?

      There are approximately 40,000 parking spaces in Downtown Kansas City, including on street parking, 8 municipal parking garages and two surface lots. View a list of city garages, each with their own unique characteristics.

      The consistent functions of municipal garages are to support economic development by supporting employee parking, residential parking, event parking and transient hourly parking.       Park KC and Vision Zero
      • There are approximately 40,000 parking spaces in Downtown Kansas City. Park KC manages 12,000 spaces, 9 garages and 8 surface lots.
      • Vision Zero is a City and national initiative to eliminate traffic fatalities and serious injuries on our streets by 2030, while increasing safe, healthy, equitable mobility for everyone.
      • Park KC supports Vision Zero and a safer Kansas City by implementing a professionally maintained parking management system as a component of the City’s overall transportation network.
      Park KC Investments

      Kansas City subsidizes parking on average $16.5M per year from our General Fund. To maximize the value for business owners and residents, Kansas City, Missouri is moving to an innovative, managed parking system which involves several key upgrades:

      • User Interface: Using navigational apps, digital and analog wayfinding signage. Items that interact with passengers and drivers.
      • Digital Analytics: Creating dynamic pricing, traffic flow, and management. Mobility-asa- service platforms
      • Multiple Modes: Integration of cars, buses, streetcar, bicycles, and scooters.
      • Infrastructure: Improvements to roads, curbs, parking facilities, wayfinding, storage, and maintenance facilities.
      Vehicle Immobilization

      Kansas City, Missouri Vehicle Immobilization Program

      Kansas City utilizes two types of vehicle immobilization devices—Paylock and Barnacle—as an alternative to traditional towing for vehicles with multiple unpaid parking violations.

      What Is Vehicle Immobilization?

      Vehicle immobilization involves placing a device on a vehicle to prevent it from being driven until outstanding parking violations are resolved. This program targets scofflaw violators—vehicles with three or more unpaid parking tickets that are at least 21 days past due.

      Why Immobilization Instead of Towing?

      Vehicle immobilization offers several advantages to the public over towing:

      • Convenience: The devices are self-releasing. Once payment is made in full—including all outstanding tickets and the $50 immobilization fee—the vehicle owner receives a release code to remove the device themselves at anytime, 24/7. 
      • Avoid Towing and Storage Hassles: There's no need to locate and retrieve your vehicle from the City-operated tow lot.
      • Faster Resolution: You can resolve your case online or by phone and immediately regain access to your vehicle.
      • Cost Savings: Towing and storage fees can quickly add up. Immobilization helps minimize those extra costs.

      Important Guidelines

      • Devices must be returned within 48 hours of release. Failure to return the device on time will result in a $300 late fee.
      • Damaging or attempting to tamper with the device will result in an $850 damage/replacement fee.
      • The program currently uses Paylock and Barnacle devices, both designed for quick, user-friendly self-removal.

      Steps to Release Your Vehicle

      1. Pay all outstanding parking fines and the $50 immobilization fee.
      2. Receive a release code via phone, web, or app.
      3. Remove the device yourself.
      4. Return the device within 48 hours to avoid a late fee.

      This approach offers a more accessible and customer-friendly alternative to towing, helping vehicle owners resolve outstanding fines without losing access to their vehicle or incurring excessive additional fees.
