Terms of Use
1. Acceptance of Terms
By accessing or using the Site, you agree to these Terms of Use. If you do not agree, do not use the Site.
2. Permitted Use; Accounts
You may use the Site for lawful purposes related to obtaining information about or interacting with City services. You are responsible for maintaining the confidentiality of any account credentials and for all activities under your account.
3. Intellectual Property
The Site and its content, including text, graphics, logos, icons, images, audiovisual materials, software, and compilations, are owned by or licensed to the City and are protected by applicable intellectual property. Except as permitted by law or by express written permission, you may not copy, reproduce, distribute, modify, or create derivative works from Site content. Trademarks and service marks on the Site may not be used without permission.
4. User Content
If you submit content, feedback, or materials (“User Content”), you grant the City a non-exclusive, royalty-free, perpetual, irrevocable, sublicensable license to use, reproduce, display, distribute, and create derivative works from such User Content for governmental purposes, subject to applicable law. Do not submit confidential or proprietary information you wish to keep private. User Content may be subject to disclosure under public records laws unless an exemption applies.
5. Acceptable Use
- a) Use the Site in any manner that violates applicable law or regulation;
- b) Interfere with or disrupt the Site or servers, including by introducing malware or automated scraping not permitted by robots.txt or written authorization;
- c) Attempt to gain unauthorized access to the Site, accounts, or networks;
- d) Impersonate any person or entity or misrepresent your affiliation;
- e) Collect or harvest information about others without consent and legal authority;
- f) Use the Site to post or transmit unlawful, fraudulent, defamatory, harassing, infringing, or otherwise objectionable content.
6. Disclaimers
The Site and all content and services are provided “as is” and “as available.” To the fullest extent permitted by law, the City disclaims all warranties, express or implied, including warranties of accuracy, completeness, merchantability, fitness for a particular purpose, and noninfringement. The City does not warrant that the Site will be uninterrupted, secure, or error-free, or that defects will be corrected. Information on the Site may be updated without notice and may not reflect the most current official records.
7. Limitation of Liability
To the fullest extent permitted by law, the City and its officers, employees, contractors, and agents are not liable for any indirect, incidental, special, consequential, or punitive damages, or any loss of data, profits, or revenue, arising from or related to your use of the Site, even if advised of the possibility of such damages.
8. Indemnification
You agree to indemnify, defend, and hold harmless the City and its officers, employees, contractors, and agents from and against any claims, liabilities, damages, losses, and expenses (including reasonable attorneys’ fees) arising out of or related to your violation of these Terms of Use or misuse of the Site.
9. Public Records; No Legal Advice
Materials submitted to or maintained by the City may be public records subject to disclosure unless an exemption applies. Content on the Site is for general information and is not legal advice. Contact your own counsel regarding any legal questions.
10. Third-Party Services
Certain features may rely on third-party services. Those services are governed by their own terms. The City is not responsible for third-party services and disclaims liability for acts or omissions of third parties.
11. Termination and Suspension
We may suspend or terminate your access to the Site, in whole or in part, at any time and for any lawful reason, including violation of these Terms of Use or to protect the security, integrity, or availability of the Site.
12. Governing Law and Venue
These Terms are governed by the laws of the State of Missouri, without regard to conflict-of-law principles. Any disputes arising from or relating to the Site shall be brought in the state or federal courts located in Jackson County, Missouri, subject to any applicable notice, claims, or venue requirements for actions against public entities.
14. Severability; Entire Agreement; Waiver
If any provision is found unenforceable, the remaining provisions remain in effect. These Terms, together with the Privacy Policy, constitute the entire agreement regarding your use of the Site. No waiver is effective unless in writing and signed by the City.

Commitment to Accessibility
The City is committed to ensuring digital accessibility for people with disabilities. We aim to meet or exceed the Web Content Accessibility Guidelines (WCAG) [2.1/2.2] Level AA and applicable federal and state accessibility requirements. We regularly review the Site to improve accessibility.

Security and Data Use
We use reasonable administrative, technical, and physical safeguards designed to protect information collected via the Site, including access controls, encryption in transit and at rest [as applicable], regular vulnerability management, and staff training. We limit access to Personal Information to authorized personnel and service providers with a need to know for the purposes described in this Legal Notice. We may use de-identified or aggregated data for analytics, reporting, and service improvement. We do not attempt to reidentify de-identified data except to test deidentification processes.
Notice of Changes
We may update this Legal Notice, including the Privacy Policy and Terms of Use, from time to time. Your continued use of the Site after the effective date constitutes acceptance of the changes.
Digital Accessibility
The City of Kansas City, Missouri is committed to facilitating and improving the digital accessibility of our website for all users so that our website and content are accessible to persons with disabilities. We strive to improve the accessibility and usability of our website and to provide an inclusive and seamless experience. Our efforts are guided by recommendations established by the World Wide Web Consortium (W3C), which includes the currently approved Web Content Accessibility Guidelines (WCAG) and WCAG 2.1 Level AA standards for websites and mobile apps.
